PGWP document-checklist traps remain a significant refusal risk

PGWP document-checklist traps remain a significant refusal risk

What changed IRCC has frozen the PGWP list of eligible fields of study for all of 2026. No CIP codes will be added or removed during the year.

For applicants subject to the field-of-study requirement: eligibility is based on the six-digit CIP code; the online checklist may not request CIP evidence; the evidence must instead be uploaded under Client Information; only one Client Information file is retained, so multiple documents must be merged; and language results may appear as “optional” even where they are legally mandatory.

Why it matters The portal’s checklist does not reliably communicate every eligibility document. An application can therefore be complete from the portal’s perspective but substantively deficient under the PGWP rules.

Who is affected Most graduates of non-degree programs whose study-permit applications were submitted on or after November 1, 2024, as well as applicants subject to PGWP language requirements.

Practical implications Obtain direct written confirmation from the DLI identifying the program’s six-digit CIP code and explaining how the curriculum corresponds to that classification. Merge the CIP confirmation, program description and relevant supporting records into one Client Information file. Before transmission, confirm that uploading a later document has not replaced an earlier Client Information package. Treat required language results as mandatory even when the portal labels the upload field optional.
