DLI Transfer risks

DLI transfers now carry significantly greater status risk

Post-secondary students changing DLIs generally need a new study permit naming the new institution. IRCC warns that an old institution may report the student as not enrolled, potentially causing permit invalidity, cancellation, enforcement action or future permit refusals. Immediate study at the new DLI while an application is pending is permitted only in limited situations, such as closure, program discontinuation, suspension or loss of designation by the previous DLI.

Why it matters: The former practice of simply updating the DLI through an online account is no longer sufficient for most transfers.

Affected: International students transferring schools or beginning a new program at another institution.

Practice implications: Determine the legal transfer route before the student stops attending the existing DLI. Obtain the new LOA and PAL or TAL where required, submit the new permit application, and retain evidence of continuing compliance. Do not advise the student to begin studying immediately unless they fall within a specific regulatory exception.
