IRCC confirms a one-time 115,000-person protected-person PR acceleration
IRCC says it will transition approximately 115,000 Protected Persons in Canada and their in-Canada dependants to permanent residence during 2026 and 2027, in addition to ordinary protected-person Levels Plan admissions.
As of January 2026:
PPiC PR inventory exceeded 154,000 applications, excluding additional dependant applications;
historical processing time was approximately 32 months outside Quebec and 48 months in Quebec.
A separate Levels Plan briefing states that Quebec opted not to participate in the one-time initiative; Quebec protected-person admissions remain governed by its own levels under the Canada–Quebec Accord.
Why it matters: this is materially different from simply increasing the ordinary protected-person target.
