FMCSP study-to-PR and open-work-permit pathway

FMCSP now provides a clearer study-to-PR and open-work-permit pathway

FMCSP now provides a clearer study-to-PR and open-work-permit pathway

Status: Confirmed public policies; PR intake opens in winter 2027

What changed Updated Francophone Minority Communities Student Pilot policies create a direct pathway to permanent residence for eligible graduates outside Quebec and allow qualifying graduates to apply for an open work permit after submitting their PR application.

The study program must generally: be at a participating DLI outside Quebec; be full-time and at least two years long; lead to a diploma or degree; have more than 50% of classes taught in French; and be connected to a study permit facilitated under the FMCSP.

The next annual study-permit allocation permits up to 2,970 applications from August 26, 2026 to August 25, 2027. Applications beyond the cap are returned. The graduate PR process is expected to open in winter 2027. Why it matters

This is not merely a more favourable study-permit assessment. It is a separate temporary-to-permanent pathway that does not require the graduate to qualify independently through Express Entry.

Who is affected French-speaking applicants from listed countries, participating DLIs, accompanying spouses and children, and graduates planning to remain outside Quebec.

Practical implications Confirm that the LOA expressly states that the applicant is applying under the FMCSP and that the DLI was participating both when the application was submitted and when the permit was issued. Preserve the original permit, LOA, transcripts, proof of full-time attendance and confirmation that more than half the instruction was in French. Do not describe an ordinary French-language program or a regular study permit as creating FMCSP PR eligibility.
